Normaal Amsterdams Peil is an absolute reference in the Z direction and is used not only in the Netherlands but also in several other other European countries. It started originally after a particularly severe flood in Amsterdam. Water levels were measured at sea and in Amsterdam canals. Later they were applied to other areas in the Netherlands. Which means that the water levels anywhere in the Netherlands take their reference from a very physical spot in some canal in Amsterdam.
